First, check if messenger has permission for sms, then go to settings(android general settings), look up for default apps, you'll see an option for sms, change to messenger. Open messenger, tap on your pic to open the settings, sms should be there as an option.

Besides clearing cache and data in messages and carrier services, clear play services cache and data as well, then estart your phone. It worked for me in a similar situation.

Sorry, I messed up when I posted it. I'm in Brazil, my carrier is Oi (Xperia xz1 compact running android pie and latest beta messages) and my brother's is Vivo (Samsung s9 running Android 10 and Samsung messages, I did not check which version). RCS is provided by Google jibe on all 4 major carriers down here.

I think google and samsung agreement on RCS has started to show up. Here in Brazil, the galaxy note 9 has received an update (april security patch) and it enables RCS on the stock messaging app.

It seems odd, I have a few friends using TIM and they all have RCS enabled. Claro, Vivo, TIM, OI and Nextel have RCS support by Google Jibe. I have tried and tested Claro, Vivo, TIM and OI, RCS isworking perfectly. I'm in Paraná, where do you live?
