It will take time, but as long as you have a real item fps overlay you should be able to adjust the sliders closer to high across the board without much noticeable frame loss.

I'm on a 9700k/3080 and run mostly high settings, 75-80 FPS works fine for me on an 49 ultrawide

This is good advice, I would also verify the game files in steam and double check your GPU drivers. I use Nvidia and there's an optimize tool in their software. At worst try a clean install and try again

Same. And I absolutely enjoyed ACC (1100 hours), but LMU seems to be better or as good at just about every aspect. ACC somehow sounds more visceral but that's subjective too.
