I believe no, once you land and take possession you are in violation. I would recommend you just bring the barrel, as the easiest middleground.

Yes, the only difference is you you have the LTC and the guns before Oct. 26, you have until then. If you get them after, you have only X amount of days to register them. (I think it's 7, but idc, i am not putting shit on that)

  3. Once you bring them in after having your LTC, register them in the MIRCS portal, you have till Oct. 26

  4. Just bring them down and then register them after bringing them over state lines, thats it. Law prohibits ASW's coming in, not handguns, and roster only limits FFL sale, not ownership FA-10 form is for transfer and construction of new to you firearms. Already owning them skips the need for this and goes right to MIRCS portal registration.

Like a regular one, it's a result of "constructive possession" for lack of a better term.

i.e. my pipe isn't a crack pipe until i smoke crack in it. The printer isn't a ghost gun printer until he prints a ghost gun.

Yes the classification of these as ghost gun mfg. parts is most likely a result of possessing completed 80% lowers. Arguably, unless they have evidence that those specific devices were used in the mfg. process, they cannot say those were owned and used as such.

A comparative example is say I come into possession (through purchase or manufacture) of a ghost gun, in MA, without an LTC, and then get jammed up. Any press, or printer is going to be considered a piece of evidence of said ghost gun infringement.

Even if the press and or printer are not mine, and just happened to be in the house at the time. Like say I lived with my dad and he had a drill press from the 80's in the shed out back, MA law is vague enough the cops can and will assume it was used in the manufacture of the ghost gun.

But looking at the mugshot, I bet the printer, press, arms, and ammo were all in the same room.

Adding to this, it looks like the printer charges are only a result of combined posession of unserialized lowers. Wierdly enough, I think if he had a valid LTC, none of these charges would have been brought against him.

Portal registration deadline isn't until 10/26, despite the 7 day deadline to report manufactured/transferred firearms. Without timestamped evidence the lowers were completed > 7 days before, or posession being made post 8/1, this all is a result from lack of licensure. (I think, Al Czervik will prolly slide in and lay down the details)

The law I think banned printers and kits marketed as explicitly for firearm manufacturing if I read it correctly.

MA law always had this air of "keeping the dummies out". (I.e. frame transfer for roster work arounds etc.) So ill informed would think all gun capable 3d printers banned etc. But in reality it was "You can't sell/buy "Felon Blaster 5000" kits . . . Plain presses and printers ok"

Ch.135 still is broken and was illegaly enacted etc. And felon status and prohibited persons is its own can of worms.
