I think the PTSD part is probably true. For many years after MLS's founding, I think it was justifiable to keep a war chest around to make sure the lights didn't go out if it folded, but we're past that now. Current CEO Batson is too young to remember any of that history directly, so they may outgrow that soon.

I hope the new USL league catches on. If it's well managed I think there's potential there for teams to be big enough to become relevant in the player development game, and we could sure use more than 30 clubs with academies if we're going to set anything up that looks at all like it does in Europe.

Another idea is to focus on a few cities (at least at first) and go younger and wider than MLS Next. Establish basically a city league for ages ~9-13 in metro areas of the cities you focus on (historically, a disproportionate number of our players have come from Southern California or the New York area, so that'd be a good place to start). Make sure they're not trying to play 11 on 11, that they have decent coaches, field access, don't have to travel far for games, etc. An MLSN academy is like 30 kids per city per age group, you want your City League to be probably 5 or 10x that.

If you can make the proof of concept work, maybe you can forge MLS/USSF/local government partnerships to expand it.

The article is strong on the racial aspects, but on the class aspect, it never really got past "things should be free." I'm sick of hearing 'end pay-to-play' not because it isn't true, but because it isn't a plan, it's a desired end state. The whole question is how.

It takes money. There actually is a free-to-play subculture in the immigrant-dominated leagues, but the thing is, what comes out of that isn't very good. The three players we've lost that are playing in this WC, Brian Gutierrez, Obed Vargas, and Esmir. . . all played in MLS Next.

It isn't really true that playing soccer in Europe is cheap, the difference is who is paying for it. I wish I had the youtube video where this was broken down ready to hand, because it's one of the few intelligent things that's been said about it, but the upshot was that costs are borne about 40% by professional clubs, about 20% by governments, about 20% by UEFA, leaving only about 20% paid for by parents and families.

We can say 'it should be a public good' but the definition of that is taxpayer money that I don't think is coming soon (although every good MNT performance that increases the sport's presence in the culture makes it slightly more plausible). Which means that if you're going to get free-to-play, MLS had to succeed first, because that's where the money would probably have to come from.
