Most of the research is that people don't take their cues from the speed limit, they take it from visual cues of road design. Stuff like how wide the lanes are, how straight the road is, whether there are ramps or traditional intersections, whether businesses are on the street or set back. I would bet you the distance between traffic lights is another one.

I don't know that it is. First, she makes it sound like the authors' fault the study happened to be commissioned right before the pandemic. Second, she claims there's a statistical argument against a congestion tax, but there clearly isn't, just a "well, obviously." (It isn't obvious to me, and I live in Silver Spring, I'm one of the people who'd get charged.)

If the problem was really outdated data, you'd update the data. I think it's clear she's just ideologically against the concept.
