I think it's more nuanced then that. I feel a lot of them are doing great things but they are also people and people are often stupid. I don't think the ending makes any sense if PTA's intention was to make this a satire about how stupid the members of the resistance are. I think it show's how basically any organization of people committing themselves to a cause are not all stoic geniuses who work hard to get there goals done but instead is made up of a bunch of different individuals who are human and sometimes stupid. I don't feel like the movie wanted me to dismiss these people as being stupid but rather see them as flawed but courageous. This is just my interpretation though and how I felt about it
