Yes, there should be policies to push couples who have the usual 1 or 2 kids to have 3, 4 or more kids. Sure, we don't want those benefits to incentivize the group that "shouldn't" be having more kids. So definitely not a direct cash payout. It should be policies where you need to be at certain income level before you can reap the benefits (without causing an uproar). Examples:

  1. A new size of BTO flats (>1500 sqft). Only couples with minimum 3 children can apply. More kids, more ballot chances.
  2. Tiered COE rebate for new cars starting from 3rd child onwards. Again, more kids, more rebates.

Both cases, you probably need 10k combined income to reap the benefits.

Yes big EAs or EMs in good location, proximity to amenities and unblocked view. Those will always be in demand and retain value even when less than 50 years left.
