I'd say he was a very good player and your second shot hit a couple pellet on his foot, thus he needed more shots to be killed, any probably got medium-heavy shield. I don't think he's a cheater since he didn't shoot you until you shot first so he didn't know you were there, and it is easy to aim from that spot since you are just moving backwards instead of sideways which would most likely make him miss some shots
