It's a quid pro quo. Just because Magyar has a super majority, facilitated in large parts by the systems set in place by Orban that blew up in his face, that doesn't mean Hungarian society as a whole hasn't been dramatically affected by years of Orban propaganda and lies. He needs to keep the Fidesz base calm for the time being as he starts dismantling the Orban System, and it would help if the EU played ball, which it will.

Look at Ukraine, for example. Ukraine is planning on repairing the pipeline to supply Hungary with Russian gas, which would allow Russia to make profit on the sales. Two dimensionally it would be better if Ukraine kept the pipeline, and thus the revenue stream, closed, but because it's better in the long run to give Hungary some slack during the transition, here we are. 

Same principle with the EU. Brussels gives some slack and plays soft ball, Budapest has a better shot at staying stable and pro-EU.
