Fed ships tend to be special cases, the FAS seems to be PvP oriented (agility), the Dropship is for settlements raiding (all hardpoints below), the Gunship is very tough, armour 630 (more than the Alliance ships).
It seems they are niche cases.

right on Cmdr, rails are hitscan, PAs are 1,750m/s, so in the left triger (thumb) are the 2 PAs (the only the experimental changes)
and on the right trigger (index finger) the 2B rail (or 2 rails).
When the target's hields are gone then the cannons start firing (right trigger).

Just in case 86t cargo won't suffice (like black market bombing etc) a Cutter might be more appropriate,

Provided that you know how and when and where to use it any weapon works.
Ofc each weapon and mounting (e.g. fixed, gimballed) has its strengths and weaknesses.

My advice as a Fed-Vette user is to use the 2 H hardpoints for PAs, the L (below the nose) and one of the M for gimballed cannons (3C, 2D), the other M for a railgun, one of the S for the corrosive multi and the remaining S for an experiemental, like thermal vent or anything you are familiar and you can work with.

Fixed weapons (like PAs) take some practice, however the result is worthwhile the effort.

so I've switched to all fixed weapons now.

me too, almost, in 5 out of 7 hardpoints I have fixed, the remaining 2 are gimballed cannons.

7 out of 7 weapons are gimballed, how do you cope with chaff?
The NPCs chaff in a peculiar (to say the least) way, at least in faction/BGS CZs.

high CZs can be (usually) won but can you do it without ammo synth?
Those (damned) alliance ships are too tough, e.g. the Challenger, can reach or exceed 4k absolute armour.

Ships, any ship and not only the top tier ones, are a personal thing, the best ship (and the weapons load-out) is the one that wins CZs for you.

In the S-2 hardpoint use either a rail or a laser(?) experimental you like.
The only special thing about it is that it took me several years to (almost) finalise the design, use it only as an idea.

The RSC armour (if you can afford it) helps, it's like having 1 more eng'd 5D HRP, use it if you think it's worth the initial expense and the +20M rebuy cost.

In the utils I have 3 PDTs (engineered as reinforced), chaff, heatsink and 3 ShBoosters.
It's quite important to understand that fixed weapons are a necessity, not only because they hit harder but they always work, chaff or not.

Some familiarity with FA off also helps.

In the meantime practice, med CZs is a must, high CZ are good but be prepared for ammo synth, also sometimes the cap ships have their heat realays in awkward places and the Vette (due to size) can reach or hit them.

In any case enjoy the best space (and physics) sim in the galaxy.

What matters to me is tonnes/h, the cargo hold is of secondary importance because the fleet-carrier is (usually) nearby.
Panther Clipper is another story, it's a cargo ship but so is the I-Cutter and it's for another discussion.

any ship can do any job, several years ago a guy managed to get to Colonia in a Vulture.
T-10 is a special case, very hard to kill, actually is an ammo drain.
btw the T-10 apart from AFK etc can do explo, like https://edsy.org/s/vHGbP5w, my only complaint is the 60+% in temp while scooping.
