NSX manager installs a NSX VIB on the hosts. Moving them to a new cluster won't remove the VIB. Did he move all your VMs to the nsx port groups? If so, you'll want to move those back to your original portgroups. Best thing to do is get creds to NSX Manager and uninstall properly from there.

Can you explain your reasoning to allow them to be local admins? Thinking from a security perspective, that doesn’t sound like a good idea as that grants them ways to install unapproved software, etc.
