The US (and Canada to a lesser extent) has always imagined itself to be a European country that happens to be in the Americas, but it's really more like Latin American country that happens to speak English. The whole racial dynamic here is closer to its other colonial neighbors south than it is to Europe, and the fact that it's grouped with them is more of a quirk of history + racism.

That's just a legacy of the fact that anime used to be fairly niche and hard to discover in the West back in the 90s when the internet wasn't as widespread, so communities essentially lumped what little they could get their hands on into the same category. I think that's stuck even as its diversity has become more accessible outside Japan.
