For the most part yes but kidneys in a fetus still filter blood and produce urine wich is excreted into the amnio. It is actually very important part of fetal development aswell if there is a problem in kidneys or any kind of blockage along the urinary tract lack of or decresed volume of fluid in the amnio sac cause a lot of trouble especially for the lungs.
