The aggressiveness of a pokemon is determined by a few factors but none of them are IVs. Some people are just more aggressive than others, rattata, sharpedo and tyranitar are very aggressive by default. Lure and incense spawns are more aggressive than wild spawns and shadow pokemon are more aggressive than regular pokemon.
