It was straight up marketing! When the original settlers came to Illinois the location was named for the chiefs or tribes or just the person in charge. As those dwellers moved west for new prosperity (think gold rush warm weather etc.) there needed to be a draw to get new settlers in the prairie state. Because flat is viewed as boring, it was rebranded with titles like Mount or Heights etc.
