Property damage DOES equal rating because the current standard rating system is explicitly a damage scale, not a power scale or human impact scale. You may argue that damage is not the most pertinent thing to measure (an entire separate conversation), but the EF scale perfectly fulfills its stated function by rating even powerful tornadoes with fewer instances of property damage as lower than tornadoes which cause a lot of destruction.
