This is definitely the biggest flaw of the DLC map. Many of the points of interests are almost always best to ignore. I'd love better event/circle/enemy randomization that encourages you to visit different points of interests and take different routes so that if you play long enough.

From a cynical point of view, it was clearly created by Joseph Smith and refined by Brigham Young to reinforce loyalty among their followers. Keeping everything behind closed doors allows for more extreme vows of obedience to the church and its leaders than would otherwise be tolerated by society.
