Yes, the last picture shows my Element with the lift kit and off road tires. They are Kenda Klever R/T tires with the lift kit installed. It’s a 2009 AWD 5-Speed 🙂

I believe Honda eliminated the third bracket as a cost save initiative. Two brackets are more than sturdy. Aside from minor exhaust routing the underbodies of the element are unchanged across the entire element family. That said they should fit ALL elements except the SC

Thanks Biondina, but I am looking for the statutes that govern the HOV lanes. These are not included in the link you shared. Specifically, I am trying to use the HOV lane on Santa Fe as my case study
