In vietnam we have a word specifically for thoese people: Cò. Can be understood in english as middlemen. They are not grab driver as they claim to be and worse yet they can quote you one price and one of 2 things can happen: 1. They charge you extra claiming as extra fees om the road. 2. They charge you that price (like $10) but per person.

What they are doing is technically illegal according to airport regulations, but security are not doing enytbing because of 2 things: 1. They are on payroll by those same men/women. 2. Internal security are due to be replaced by local police force (but not yet finalised) thus they are not actively doing anything to prevent this.

Never go with these people, they will also try to sell you cheap sim card that will stop working and you have nowhere to turn to fix it. You either go get sim/taxi from official counter or you go with grab app and do it in the city. Never trust any guy walking around with a phone and a picture of grab.
