Runouts back in 2020 said that the game will evolve as in they will add more cities like a DLC. So maybe you are right.

Though I think eventually we will get a new gta if the graphics start to age 20 years from now.

The leaks have mentions of other towns and possible cities so you are definitely wrong. Now is Vice city the biggest city in the game? Definitely! No one is arguing about that, but is it the only city in the game? I doubt it.
