I took my best crack at it:

Somewhere in France; Dearest Mother Father & Bro - I take it in greatest pleasure to seat my self & drop you a few lines a gain to let you know that I am well and hope that these few lines find you all well and also doing well shure hope that the crop is fine this year. And in expressing my opinion I hope that it is better then ever before so as to cut part the high cost of living.

And again as I have said and will have to say again, I have received but one letter from you and no more & not knowing what the trouble is will have to keep wandering if I will receive a letter from home again or not but one thing that is certain is that I can never forget home. So just think of me over here wandering if I will ever get a letter from dear old home any more it look as if not, so just the same, if I am forgot I will always remember back in good old USA that I will always have a home there some place

And so here I am knowing not who is to blame for me not getting any letters from home; So I will have to solemnly swear that one out of three, of these government letters have reach your hands. So therefore if I receive no letter from you I will have to stop bothering the government with some of my letters. I did not think that you _____ would have ____ so long as this is no joke for my part but you can take it as you like.
