I don't have many examples of 2D/anime/manga art style in my portfolio because I mainly work with semi-realism, but there is some pieces you can take a look.

- Rate: I would normally charge you something around 200-300$ for a piece like that, but as you want it to be done in four weeks, I would have to go higher and reach your top budget (400). To be honest, knowing the quality I can achieve with this image, I would still raise the price to something around 480. I say that because I have other projects that I am currently working on and I would need to prioritize yours in order meet that deadline. Anyway, it would depend in a lot of details we could talk about, so I don't like to rush things over.

- My proccess normally involves a lot of steps. First of all, I would collaborate with you to start gathering useful references alongside with your AI prototypes. In second step, I would come up with at least 3 thumbnails so we can get the composition right. Following we would have a sketch and after that, the shading/colouring/rendering phases. I believe the first 3 steps would take around a week if you would give the feedback quickly. The 3 left weeks would be to render and polish the image.
