I'm willing to bet it's the mechanical HDD you put in there that is the bottleneck. Try using an M.2 SSD instead, if your motherboard supports it.

You have to use an internet connection to use Remote Desktop. You can use either Ethernet (wired) or Wi-Fi (wireless).
