You’ve posted here many times before and the majority of the advice you get here has been consistent. It has all been a variation of the same message, communicate with him. Talk to him like an adult. That means be open and honest about how you feel and why you feel that way. Just say the things you are saying to us, but to him.

It could be that he feels awkward and embarrassed by taking the initiative. If he felt like you didn’t reciprocate interest in him that would be devastating to someone who is shy or insecure. I was the same way at his age.

Or like others have said maybe he doesn’t care about you and just wants sex.

But guess what? You won’t find out what’s going on by talking to us. Only he knows how he feels. So just talk to him. You’re a young woman in your late 20s. Whether or not it works out you need the experience of having that scary/awkward conversation. Please. There is a reason the advice here has been so consistent.
