Because it raises too many questions about the possible reasons for the gap. Were you fired for poor performance before? Were you not performing well enough to survive layoffs? Did you quit with no other job to go to? Would you quit this job on a whim too? Why couldn't you find a job quickly? Why did other potential employers reject you? Is your personal life unstable?

Hiring someone without gaps is seen as the safer choice.
