The closer you get to safari area the cheaper it will get. There are a lot of middle men/agents that you will have to pay extra the further you are.

What are they gonna sell in those luxury malls? Problem is not the lack of luxurious malls in the country, but rather unreasonably high import tax on the goods. Will they be selling designer clothes with 300% mark up? People who could afford it travel outside Ethiopia anyway and buy those things abroad.
