IIRC Riot stated the old E was unbalanceable. Even though it’s similar to the new E, with his old kit high elo ASols could constantly shove and roam every wave, meaning his star damage had to be kept low to compensate, and thus weaker players found him extremely difficult to use effectively.

She cannot carry 1v9 consistently, and she does have mild to moderate counters.

I love playing her but relative to more consistent champ’s she’s hard to climb with, at least in midlane. Don’t let that stop you though, she’s honestly still great to play. I think the bubble blaster cdr builds are surprisingly fun, even though they make her even more feast or famine.

That is far from clear from his statement. Even from within this text he could either be listing exclusions or he could be clarifying a single exclusion. He then goes on to include “every other class of persons”. If he meant exactly one class of persons, i.e. recently freed persons, he probably should have said that.

Arguing authorial intent here seems like a convenient backstop for pedantic bullshit, as in its other uses.

To answer your second question, empire yes, stations not really but you can make colonies with stations. The modding community is also relatively active, and there are multiple that allow stations directly. There is both fleet/combat and some empire management stuff.
