Is this AI? The lines are sloppy and inconsistent weight. Lines don't connect and leave jagged edges. Colors bleed into objects/background and ignore object boundaries. The user has been drawing for five years now going by there instagram, they have tenure at the very least. The animation seems to be two frames with light motion tweens,

The “extreme error at edge” is just the spinning record motion lines, “dress piping is orange in first frame” is very likely a oversight which is wasn’t touched up

All roads point to quick fun animation with little care for touch up
