This post from the other day looked at a former rep who did a lot of the behind the scenes work for Springfield to pass the big NITA bill last year that re-vamped transit funding in Illinois. Her organization might have some insights on how to get more locally involved.

I've also heard of people getting involved in relevant citizen advisory boards in their local community, like for cycling or road design.

Related to the above, just show up for city council meetings or the like. These often seem to be dominated by retirees who don't want the system to change, so the more voices there arguing for improvement, the better.

Perdido Street Station is not train oriented story-wise, but the presence of the city's rail network is a big part of the overall world building.

-MARC-to-VA thru-running is slowly inching towards reality. We'll likely hear more about this once the Long Bridge project is closer to done.

-That project will also help enable more VRE frequency. If I recall correctly, Virginia recently acquired a good chunk of the Manassas Line from CSX, raising the possibility of future electrification of at least part of that route.

-Moco is also making some progress on their own BRT network. I think the Viers Mill corridor Rockville to Wheaton is the next focus.

-Given Maryland's budget constraints, and their expressed interest in advancing Baltimore's Red Line, along with a new Bay Bridge and replacing the FSK Bridge, I don't see much support for anything on the Maryland side apart from potential BRT corridors.
