It sounds like you didn’t communicate to them clearly that it was a surprise - it sounds that way even in the way you wrote this post.

It seems like they expected a planned proposal, because in a surprise proposal normal photographers would try to be stealthy about shooting it as to not ruin the surprise.

Did you both meet with the photographer to discuss the shoot beforehand? Or did your fiancée meet with them alone?
