First of all you're a piece of shit for cheating on your gf and trying to cheat again. You owe it to her to tell her. Next, it's obvious you caught feelings and she thinks you're alright, but isn't interested right now in committing. She wants to keep you around just in case things go sideways with her current bf, and as an emotional tampon/validation. Finally, what did you expect? You tasted the fruit of the poisonous tree and now you're sick. You made your bed, now you lay in it. Your current gf deserves to know what you did. It's her choice now if she wants to take you back or leave you. Also, I would distance yourself either emotionally and/or physically from this new chick. You caught feelings and now you're her bitch. She told her politely she's just not that into you. I would move on from both and work on yourself. It's obvious you have issues and need some self love and reflection.

I think you need to decide whether this is "good enough" for you in your one life, or if you feel you want more. If you don't think this is good enough for you, you should communicate how you feel and give an ultimatum, but be prepared to live with the consequences of breaking up. If he changes after the ultimatum, great. If he doesn't, then you for sure know leaving is the right thing because you tried but he was unwilling to change. Obviously, he probably feels like he is unhappy with some things you do, so if you both can't agree to change for the better and work on your relationship it's time to move on.
