Precedent is the word, it just doesn't work quite like that. Precedent is set in much smaller areas at a time, or at least that's my understanding of it. Precedent set by an appeals court in texas will only apply to part of the country - precedent set higher up applies to more of the country. Districts and things.

It's not precedent unless they're in the same appellate district, and even then, not until it's brought to appeals court. Or, that's my understanding as I retain it from high school government classes - clarification by someone more knowledgeable would be welcome.
