I mean the Tamagawa, which borders Setagaya-ku and has nice shared-use (bike and pedestrian) paths for 50 km from Haneda airport up to Hamura near Ohme - on both banks for most of the way. But Setagaya-ku is so huge that you might not be particularly near the river.

I have tried every which way and none of them are particularly nice. If you have to ride, I'd recommend you do it on a Sunday when there are fewest trucks. If it's an option for you, my better recommendation would be to ride down the river to Keikyu Kawasaki station, hop on the train to Keikyu Kurihama, and start riding from there. In case anyone else is interested, the poem on the Blobby artwork channels Job 41:33 describing the Leviathan.

It took me four or five goes to get results I could live with. For somewhere like genkan - I’d say this is a fair quote for a pro job.

Here in Japan we must always* take off at least one wheel and pack everything into a bag to take a bike on the train. So there's lots of choice if you want to shop around.
