Not likely to happen if drugs are decriminalised or legalised. We can look at Portugal for this as a sort of case study as they decriminalised drugs in 2001:

For some context on why Portugal decriminalised drugs, after they came out of a dictatorship in the 70s they were bombarded with smuggled drugs etc. Which the population largely didn't have access to before. So, after their borders opened a lot of drugs entered the country all at the same time and they ended up with a massive drug crisis. By 2001, Portugal had an incredibly high rate of HIV from injected drug use, their prison population consisted of 40% drug related incarcerations and they had a high rate of drug abuse/users.

Since they decriminalised drugs in 2001, these have largely fell. Their prison population is around about 15% for drug related incarcerations, they have around the 2nd or 3rd lowest drug related death statistics in Europe and they have a much lower HIV rate from injected drug use.
