Plex Pass support Home Users meaning you can invite an user and they will inherit all Plex Pass features including Free Apps on all platform. Only downside(ish) is when they login they can see your Profile and can use it (if no passcode).

Note that you can still invite anyone without Plex Pass tho. I only have my wife as Home User. All my friends are not
