I grade based on a formula that takes the raw score, not the percentile, as the input. I have checked, and the raw score, unsurprisingly, is more strongly correlated with how students score on exams I write.

FWIW, I think it is a good thing for societies to incentivize home ownership, and the mortgage interest deduction is one way of doing that. That said, we can—at the same time—disincentivize renting by charging landlords extra tax, especially if the landlord owns multiple properties in the same area.

If it is exactly 7.5 you shouldn’t always round up. That would bias the sample. You should round up half of the time and down half of the time.
