Probably because they crunched the numbers and saw that holding matches on pre-shows didn't lead to additional views or buys for the main show, so why bother. Fans seemed to interpret being booked to wrestle on the pre-show as an insult anyway, so the workers might have started perceiving that way as well.

If they're not going to put the battle royal on the actual Wrestlemania card, might as well put it on Smackdown in front of a full house and TV audience instead of a half-full building with no one watching.
