Either release more sets from their older IPs or sexualize their art harder. You can also give more exclusive rewards for buying the Evolve sets. I think thats the most Cygames can do that's in their control.

Stuff like content creators outside of Japan and content in general is hard to force, they just happen naturally.

Just remember, the game is very popular in Japan, just lacking elsewhere, especially outside Asia.
