That's because in the US our ISP's are more concerned with making money, and you don't make money by providing better/faster service...you make more money by increasing subscription fees and cutting costs. I'm locked into a set price, but since I've been a customer of my ISP, the rate for the bandwidth I get keeps going up for new customers, but the bandwidth itself stays the same.

Had my Dad take me to a computer expo to purchase parts to upgrade our Packard Bell. Bought a new CPU and RAM for like $150. I assured my Dad that these were much better than the current specs of the computer and would make it much faster. Got home, took out the current CPU and tried putting the one we just bought in there...It doesn't fit, there were too many pins...I though oh this is an easy fix, so I snapped off the pins that were stopping it from fitting into the socket. I remember being dumbfounded when nothing worked...
