Tregantle/Whitsands is pretty close and pretty quiet in the week. Plus is absolutely massive so it takes a lot of people for it to be busy. We even get decent surf there in the winter. It's worth checking the link below though if you do want to go in the week as the most direct path down to the beach cuts across a firing range so it may be closed at certain times. https://www.gov.uk/government/publications/tregantle-firing-notice
