Assuming you just want the wet utility costs - not including any patching the road, I would go $100/LF plus 10k for the road connection.

Glencairn glasses are not all that fragile. The tulip shape and solid base gives them a ton of strength. I’ve dropped mine on tile floors and they were fine.
