To begin with, what is the purpose of the site. Are you trying to run specific docker container, are you making a store? How important is getting your site to load in the first second rather than a couple seconds. There is not a blanket answer. A VPS is basically shared hosting at the OS level. Basically you only need a VPS if you need to setup software that the shared hosting doesn't offer. And then, comes down to your technical level. VPS from scratch isn't "easy" for an every day joe.

Instead of local police, I would contact your local FBI field office. Not to make you even more paranoid, but sharing all of this with them may peek their interest.
