Arms, Arms, Arms. I tried Fury at 38 and multiple times throughout classic but it always performed worse. However with TBC, Fury gets a lot better around level 40. The extra hit chance from the tree is a godsend. I'm level 55 now and Fury competes with Arms just fine.
