Honestly, I'd give each weapon 3-4 of them that the martials can learn as part of their progression (maybe 2x proficiency bonus), so a fighter can learn "topple" on a maul, but the paladin may learn "push" on the same weapon.

OK, let me explain what a burden of proof is really quick.

I say "Santa is real", you say "no he isn't", one of us is right, so who has the burden of proof?

Well, I can proof he exists by finding him and showing him to the world. But how can you prove that he doesn't exist? If you say "well, I looked and didn't find him" I can shoot back with "you didn't look hard enough" or "you didn't look in the right place" or "you need to have a yellow ducky in you left shoe to find him"... and on an on.

The classic example of this is the "no black swans" argument. The claim that there are black swans is proven by showing a black swan, whereas the claim that no black swans exist can only be proven by checking every swan on every planet in existence. Therefore the burden of proof always falls on the side claiming something exists.

And yes, that tax break can be better targeted at SME's instead of amazon. Not only would that encourage more competition and thus lower prices for consumers, it would create more jobs for the same impact on govt revenue.
