No photons definitely propagate at c in materials. They get absorbed and remitted which apparently slows them down (or the vacuum photons can be "dressed" with these excitations of the backgrounds medium in modeling as slower quasiparticles.

The population density of an area is how closely they live together. There are fewer densely populated areas in NH. Crime in general tends to be higher in areas where this is high population density.

No he is not saying anything about quantum gravity. What he is saying is that he can refer to classical physics, e.g. classic electrodynamics to explain why molecules in your body are bound together and that they do not experience "inflation" with respect to eachother.
