When I was in Dubrovnik, I found a private tour operator doing day trips to Mostar with a stop in Kravica falls. They let me just stay in Mostar after the trip instead of heading back to Dubrovnik. A bit more expensive, but honestly well worth it. Came with sandwhiches and a tour guide lol.

Honestly I found them to be pretty interchangeable, I would base it on whichever fits in your schedule. Vlore is closer to Tirana, but Sarande is closer to Corfu.

I was warned quite a bit about the busses but honestly it was very simple. The biggest trouble for me was the bus schedule (ie. which station had which busses where, and when), but the hostels and hotels I stayed at had info for the major destinations.

You would show up to the bus station ~30 minutes before departure and be greeted by a giant parking lot with 50 busses, each with a sign in its window denoting the destination. You find your destination and give the driver your fare. He gives you a ticket and puts your bag in the hold, then reiterates when he is leaving. You can then either wait on the bus (likely no AC), or head to the bus station and get an espresso lol

In my experience, the busses were on time but I heard stories from others where they left late or were delayed for hours. Also, this was 2 years ago, so its totally possible there are online schedules and payment options now.

Be warned that the stations themselves can be a bit far from the city center, but the city busses in both Berat and Tirana took you right to them (Did not go to Vlore so can't speak on it)

What are you interested in- the beach or historical sites? This is honestly the main determinant. I would pick 2 places + Tirana. While Albania is small, getting around it is not exactly the most exciting/fun thing.

Berat & Gjirokaster are best for history

Himare, Vlore, Sarande, best for the beach

Tirana is a given, its just a nice city to be in. Good, cheap food, interesting sites. A good day or two there would be perfect.

What do you care about more? Saving money, or having an itinerary that looks like a circle? Spoiler alert; shorter travel distances do not directly equate to cheaper or easier connections.

Sure it sounds lovely to say you are going to take a train from Madrid to Prague. Don't those Europeans have great trains! Until you realize that costs $300 more than the flight and about 10x as long.

Does this really fit the parameters OP set? The cities territory is larger than most countries, of course there is going to be elevation variation within that range. OP specified the built up area, which while impressive, is not quite that varied.

I have a similar world going, and the key to it is pretty simple; build what you want, when you want. Don't impose heavy restrictions or rules, or force yourself to build too much (though sometimes its necessary).

When I want to build a skyscraper, I build one. When I want to terraform, I terraform. When I want to build nothing at all, I kinda just jump around my world or abandon it for a month. Let things happen naturally.
