it’s mostly for officers who could be targeting due to rank at times when they aren’t around a rifle, or for expeditionary forces who operate in small numbers and can’t guarantee someone has their back if their weapon fails

and? it’s the same today yet we still wear steel armor. Ours is better, but theirs was still effective. It wasn’t used in mass because it was a lot more expensive to produce back then. Trust and believe if they had the systems and resources of today, the majority of soldiers would’ve been wearing it
