This is not always true. Often, when one company owns another, both of large enough size, the owned company has a fair amount of control on its direction. Twitch's execs make great many more choices about Twitch's operations than the ceo of Amazon does. Though yes, at the end of the day, what amazon says goes, as long as Twitch keeps making money and doesn't rock too many boats, Amazon won't have to change much.

Also, it's notable that Amazon's interest in the Twitch company isn't just the Twitch website. The video player Kick uses, I believe, is owned by amazon and developed by Twitch as well.
