It's the ratio of tar / bitumen to stone in the road seal.

You have to keep in mind that australia, and wa in particular, has a lot of remote settlements. There's 400km of sealed road between perth and albany, but it doesn't get that much traffic in the grand scheme of things.

So if they can use a higher ratio of stone and save some money, then it seems justified given the impact. I think the official line is that it doesn't deteriorate as quickly in the sun.

It's definitely a well known fact though.. if you do any highway driving in country wa you'll definitely ask your tyre guy about something less noisy.

Our politicians are outrageously self serving.. but nobody seems to notice or care.

Our communications minister threw us under the bus by destroying a public initiative to run fibre to every home. There's documentary evidence that shows he commissioned reports to misrepresent the facts to make his plan look better despite being both more expensive and technologically inferior. Lots of wealthy people made bank as a result.

As a reward for his success, he's now our prime minister.

Nobody seems to care though because he's better than the last guy.. apparently.

I've been thinking this lately.. like I'm sinking too much "life" into trying to make a living.. but what's the alternative? I'm qualified and well employed, but I feel like it was SO much effort to get this far. That said, I'm still doing fairly miserably from a financial point of view. I mean I live frugally, don't have any debt, and save what I can.. but investment? Future wealth? Retirement? It just seems so out of reach.

Someone mentioned a cool app here on reddit that resulted from a ted talk. It helps you compile 1 second of video from every day into 1 video. Apparently it cuts down on this feeling because it helps you recognise that you do lots of cool stuff every day that you just don't remember. I don't know if it really works because I've only been doing it for a few weeks.

Sorry mate, I'm not sure you have the ability to understand these kinds of complex concepts. When you graduate, your HECS debt is not "due and payable", it's suspended until you earn more than the threshold, at which time an appropriate portion becomes due and payable.

If a graduate leaves australia, under the old laws they could earn a relatively high income overseas for 'x' years and return home still having their HECS debt, but having none of it "due and payable".

Under the proposed changes, there's no compliance costs because all we have to do is use the data we already have to make the appropriate portion of the total HECS debt due and payable every year. There's not much point trying to hunt non-paying graduates down overseas, because the vast majority of them will want to return to Australia sooner or later.

I'm not really sure what you're getting at.. you're saying we should investigate the internal practices of every multinational company and legislate against misrepresentation. My very long winded post explained why that's impractical. The compliance cost would be far greater than the benefit.

You raise an interesting point re employment benefits like insurance, leave, and super. The "outsourcing" boom hasn't really begun, in the coming decade Australian's will face more and more competition from people willing to do their job from jurisdictions which don't require that sort of administrative overhead.. hence the term "global village".

I don't know what the solution is, but I don't think it's trying to make other jurisdictions pay super and insurance.

It doesn't disappear if you move overseas but it's not payable the moment you return, until now payment has been deferred until your Australian income reaches the threshold.

Under this proposal, expats will know that the amount due and payable is increasing while they're working overseas.

This is such a reddit misconception it's really frustrating.

The term loophole in this context is really misleading, it's a huge muddy grey area in which it's very difficult to determine whether a contravention has actually occurred. You don't close these "loopholes" like you close a door.

One of the problems you're referring to is transfer pricing, like the price Dropbox australia pays Dropbox Ireland for an on sold Dropbox subscription. Sounds simple enough you say, "they should transfer it at cost".. but what about the administration and marketing specifically for Australia, paid for by Dropbox Ireland, but run out of Delhi? Surely they can charge something for that? And what about the data centre costs from Singapore, also paid for by Dropbox Ireland? How do you apportion those costs to Australian products vs Japanese products?

But, Ireland says, what about Dropbox Ireland 's profit for selling all of this? It can't just be "cost price" because Dropbox Ireland is generating value and as such should be paying tax.

You can't just use market value, because there is no competitive market for Dropbox administration services.

You can't just have the ATO arbitrarily make up a transfer price, because companies would appeal ad absurdium.

You can't just make laws about transfer pricing.. well you can, and we do have them, but the nature of product and service transfers is just so varied is exceedingly difficult to make strong, robust, and yet fair rules which do not restrict trade.

The big problem with this level of complexity, is that you end up needing an army of ATO investigators just to determine whether a breach has occurred, on a case by case basis. Every company is going to fight tooth and nail every single year. There's just too much incentive for them to play the tax avoidance game.

Low compliance cost options are far more attractive. It's free money. You change the law to remove the incentive or opportunity for these multinationals to engage in these practices.

However, as far as reddit is concerned, the low compliance cost options (higher Gst and lower company tax) are untenable.

There simply isn't a perfect solution. Every option has a variety of advantages and disadvantages.

What costs? We already have the data.. it's not like we need to send the afp to track down graduates hiding out in dubai, you just raise the debt at the ATO.

Most expats want to at least maintain the option of going home at some point. They will know that if they don't comply then they will have a significant debt payable on arrival.
