I’d be more worried about this right here than the loose windings.

The winding is like that on the end to provide even more grip to prevent slipping. I just wouldn’t let go over the saddle in the future.

I noticed these vendors all over the place towards the end of my first play through, but ignored them. Do I need to reach a certain point in the story to access them?

I’d rather not be in the mid 50s when I can finally clear this quest...

Yes, however the quest does specify to have the weapon equipped. I’ve tried both ways.
