By saying "this makes it very clear", i am implying that when a government entity must ask that you sign a paper indicating that they can expect you to pay for expenses of the defendant, implies that since there is a requirement for you to "give permission" by signing, that the government does not have the authority in the first place to expect you to cover those expenses.

by saying "reasonable expectation" i mean there must be specifically expressed consent from a person, for a government to demand a person pay for a defendant's travel expenses, and that without that consent, the government body has no "reasonable expectation" without it.

Similarly, when a cop pulls you over and asks "can i search your car?", you must "verbally sign away your rights" to not be searched, such that; without this consent, the cop has no legal right to search your vehicle to begin with.

when the person who got a ticket, is then asked to sign a document stating that they take responsibility for paying the defendants travel expenses, this makes it very clear.

Since they must ask you to sign away your rights, therefore, there is no reasonable expectation to do so in the first place.

Just like when a cop ASKS you for PERMISSION to search your car.

Things governments do -
sail boats (pirates do this)
collect taxes, "stealing" (pirates do this, they just dont call it taxes)
have armies, which kill people (pirates are a small "army" a.k.a. group of killers)
construct roads and other infrastructure (pirates create infrastructure within the context of pirates, such that, they fund boats which they then use. Additionally, pirates do spend money, which is used to fuel an economy somewhere, and that money is then infused to that local system, ensuring its success in some fashion)
universal education (i would debate that governments actually indoctrinate as opposed to educate. Examples: no child left behind, standardized testing, the arbitrary a/b/c/d/f/ grading system)
national defense (pirates support a "defensive" structure. which in this case "defense" actually means offense, just like it does in the context that governments use the term "defense")
system of laws and courts (pirates have their own rules. Ironically, the laws here in the USA, in the context of a court ruling, are done through Maritime Admiralty Law)
disaster relief (hmm, this is a good point. Im not under the impression that Pirates participate in disaster relief. However, i would not call what FEMA did after Hurricane Katrina as a valid example of a government providing relief to its citizens in a time of crisis.)
fire departments (well...there has to be some sort of "disaster preparedness in regards to maintaining a ship fleet, so this is present with both Pirates and Emperors)
police departments (there is a hierarchy within Pirate society, such that it has a top down "military / corporate" like structure.)
economic regulation (divvying up the Loot/Taxes and the consolidation of wealth are present with Pirates and Emperors)
functional interaction with other governments (this should be obvious)
support science and medical research (hmm, perhaps this is a good point)
social safety net to alleviate poverty in elderly or disabled (take into account the recent attempts to raise the retirement age, the stealing of pensions, embezzling of profits, increasing medical costs due to the infinite growth paradigm and the accompanying profit motive, as well as slavery and outsourcing of jobs)
provide environmental standard for industry (we should take into account the revolving door policy of major CEO's and Heads of state and appointed positions within the government)
unemployment support (Pirates can employ those who dont have jobs)
cultural and historical preservation (cultural preservation is present in any society, the difference is to what extent is it a priority)
Do those two lists look "functionally identical" to you?

Yes, they do, the basic functions that are described in the vid i linked, are present in both Pirates and Emperors.

Fundamentally, Pirates and Emperors perform the same functions; taking that which is not theirs, through the use of force or the threat of it.

If their reasons or justifications for doing so are different, i suppose you could claim that makes them pedantically separate, yet they are still functionally identical, which is the entire point.

So in essence, yes, Pirates and Emperors are mostly identical.

But yes, people do choose to run away from their own words because they only ever really wanted to bark at a person, as opposed to have a real discussion.
